We’re reimagining what it means to be a referee in Queensland. Watch how the OfficiateQLD plan is creating new pathways for everyone in the officiating community.

Strategic Objectives

Increase the number of accredited officials
Ensure growth in officiating exceeds participation growth across all disciplines.
Expand gender equity in officiating
Drive increased female and gender-diverse involvement across the referee community.
Establish sustainable officiating pathways
Develop clear progression routes for referees, educators, and mentors at all levels.
Elevate Queensland officials to elite stages
Foster opportunities for more referees to officiate at national and international events.

The Measures of Success

Workforce Growth Relative to Sport Growth:
To ensure the annual growth of accredited officials meets or exceeds the growth of overall sport participation in Queensland.
Retention, Progression, Equity & Specialisation:
To strengthen the official workforce by improving retention, supporting progression, promoting neutrality and increasing specialisation.
Annual Official Survey Response Rate:
Ensure consistent and increasing response rate to the annual official survey to inform strategic planning and workforce programs.

MiniRefs: Aiming to provide accessible and enjoyable opportunities for young players, building confidence and fostering respect for officials from early stages of participation.
School2Ref: Easing the pathway between school volleyball and community officiating by fostering relationships and providing accessible development and training opportunities.
RefEd: Equipping experienced officials, teachers, and volleyball leaders with the tools and support needed to deliver high-quality, consistent referee education.
Active RPL: Providing felxible and supportive pathways for officials to re-enter community, club, or higher-level officiating efficiently.
Mentor Program: Supporting referees through key transition points by providing mentors with resources, training workshops, and guidance; ensuring that can offer effectvie coaching to developing officials.
